A panel discussion was held on stopping the spread of nuclear weapons. Topics included policy measures global powers could take to shore up the non-proliferation regime, incentives for a country not to acquire a nuclear capability, the effectivness of sanctions to punish those that do, and measures to ensure that terrorists do not obtain nuclear weapons or material. The discussion was chaird by Mr. Hoge.
